Greetings NAACP Leaders and Volunteers,
As the 2014 Midterm elections approach, now is the time that we begin to turn our attention to Getting Out the Vote. We’ve seen from previous election cycles that African American voter turn-out in midterm elections typically decreases between 30 and 44%. And an examination of the data avaiable to us in the van system shows that in most of our respective Counties and communities, the ration of African American Registered NON-Voters (persons who’ve skipped 2 out of the last 3 elections) vs Unregistered voters is nearly 2:1.
This presents us with a challenge, but also with an opportunity. By developing effective, data-driven, targeted, and measured GOTV campaigns in our States and Local communities, we can reduce the usual mid-term contraction and help to amplify our communities voice and impact in what is typically a low-turnout election.
To help this process, we have developed this tool-kit for your consideration. It is not a mandate, nor is it intended to replace any GOTV campaigns or operations you have already designed; rather it is a set of goals and tools to supplement our efforts and to help us all ensure that we are running effective GOTV operations that are set at the right scale to have an impact.
Recent events, such as the senseless killings of Michael Brown, John Crawford, and Eric Garner, State Governments continuing to resist calls to expand Medicaid, the crippling of the VRA, and others, have shown us that we need to our community to Vote like never before.
